Re: Open Hearings Resulting in Postponement
Dear Mr. Davis:
I have received a couple of inquiries from inmates whose parole hearings were substantially postponed upon the request of a third party for an open hearing.
This is to request that you or a member of your staff provide me with the statute, regulation, guideline and/or policy conferring authority to invoke a substantial setoff per a third party request. In this way, I will be able to answer questions and offer explanations in the future.

As of this date, I have written to Mr. Paul Davis, Chairman of the Parole Commission to request further information and clarification of the "open hearing" statute and the resultant substantial setoff.
