Research Protections on Human Experimentation/Lack of Informed Consent
in an Urban Sliding-Scale Outpatient Clinic: University of Maryland
Outpatient Department, Department of Psychiatry: A Personal Account
[five sheets to follow]
To follow are the written responses to the subject package received to date.
Michael A. Carome, M.D., Director, Division of Compliance Oversight, Office for Human Research Protections, Office of Public Health and Science, Department of Health and Human Services writes in a letter dated December 6, 2001 (I called them as I had not received an acknowledgement.):
On the date I faxed the original package, I received a call from the Maryland Board of Physician Quality Assurance asking if I had a complaint about a specific physician. I replied yes, but I hadn't been able to get the medical records yet (a condition that continues to the present day). The BPQA letter of November 19 and one of its enclosures is to follow.
Also received on the same day (November 23) is a letter on behalf of the Financial Agent for Spring Grove Hospital on the stationery of the Maryland Department of Health and Mental Hygiene, Division of Reimbursements.
I know of no other State or Federal entity to address the fact situation presented.
